About the Departement

The Department of Financial and Administrative Affairs is the main core of the Presidency of Al-Farahidi University, as it is one of the most important departments of the university because of its important role in decision-making that the administrative leadership envisions, and the function of this department is directly linked to the general policy of the university regarding the investment of its human and material resources through the specialized staff that specialist in drawing the university’s financial policy, and preparing studies to improve the performance of the tasks assigned to this department to reach the best and most successful results in organizing and preparing the annual budget (long and short term), preparing final accounts and covering all financial matters (expenses, accounts, taxes, expenditures, Salaries, other services), formulating them, then considering them and making decisions according to the administrative powers.

Vision

Follow up and submit annual expenditure reports, prepare the final account, and also follow up the movement of funds (expenditures) incoming and outgoing that are completed for various activities, and organize the movement of cash liquidity in accordance with legal legislation and financial decisions. The very important matters that need to be done are preparing schedule studies for the amounts of money spent for work and financing projects and then allocating financial resources according to the approved budget (budget). All these details are done through preparing the annual budget project based on the strategic plan with the participation of other organizational units.

Message

Work on analyzing and studying the financial data and converting them into an informational style that is used in identifying difficulties and assessing needs, within the annual financial plan by preparing the budget related to revenues, expenses and taxes to determine the best investment of capital and human resources within the university’s general strategy in choosing the best available means for implementation activities and tasks.

Goals

  • Providing all service requirements and overcoming all difficulties for the faculties and departments of the university presidency in order to raise the scientific level of students and teaching staff through theoretical lectures and scientific hours in laboratories, training courses and participation in conferences and seminars.
  • Contribute to drawing up plans to ensure the achievement of the university's long and short-term goals.
  • Submitting reports that help the higher management in order to take appropriate decisions through numbers, and this is called management exception.
  • Identifying deviations from the planned after implementation, and assisting the senior management in identifying appropriate procedures to address and correct them.

  • Supervising the work performance in the department and following up on the employees' activities.
  • Proposal to direct letters of thanks and appreciation to the distinguished and creative workers.

Department Division

Human Resources Division

It is one of the important divisions of Al-Farahidi University because of its effective and important role in the details of the university, and it is considered an essential part of the administrative process that the university provides to its members.

This division consists of three units, as shown in the structure below:

Job Descriptions

The administrative structure cannot be formed without the presence of human resources, and on this basis there must be a control and an organizer of human behavior to produce fruitful results, and the role of the Director of the Human Resources Division is to direct employees, supervise their work, and guide them according to the applicable laws, instructions and administrative orders in force for the sustainability and strengthening of capabilities. And investing employees in an optimal manner, proposing and preparing training courses that qualify employees to occupy positions or to build their capabilities in all matters.

Vision

The Human Resources Division is not less valuable than the rest of the divisions and departments, because it is concerned with all matters related to the employees of Al-Farahidi University, including academic staff and employees, and that controlling the university’s cadres is very beneficial in controlling administrative work such as appointments, transportation, services, promotions, reassignment and other administrative matters of concern to the Division, in accordance with the laws and instructions in force and the controls attached to them.

Message

One of the issues that the Division is seeking to establish and achieve is the preparation of a database for all employees and academic staff at the University, which is carried out through a development plan for the university administrative staff, and work within the administrative regulations permitted within the university. In addition to trying to make the most of existing cadres using the best available technologies to run all transactions and administrative procedures.

Goals

Determining the qualifications and job descriptions for all positions, in addition to (nominating / hiring / interviewing job applicants), as well as assessing weaknesses and strengths, and important issues include preparing advisory plans and following up on their implementation, and finally providing various administrative services (granting leave, representation of the department, conferences and others administrative matters within the permitted authorities).

Finance Division

Which consists of three basic units as shown in the structure below:

Job Descriptions

  • Reviewing all transactions received from the university presidency, the deanship and the departments of the colleges (purchases, advances, salaries, expenses ... etc) before sending them for audit.
  • Preparing the university's estimated budget.
  • Editing of completed and audited transactions.
  • Follow up on the monthly schedules sent to the university’s presidency.
  • Follow-up funding from the university presidency and the cash flow with the bank.

Goals

  • The Division aims to inflate revenues for the purpose of addressing the bottlenecks that occur, as well as activating the role of employees in all educational activities and through the distribution of annual incentives.
  • Recording, classifying and analyzing the ongoing operations of revenues and expenses.
  • Control over revenues and expenses.
  • Preparing the financial budget at the end of each year to know the financial position of the fund.

Functions

  • Keeping a record of receipts, whereby the fund accountant carries out the following duties: The receipt of funds received by the Fund under approved receipts for this purpose, Recording the amounts received according to their terms in the receipts register and on the basis of the serial numbers of the book, Delivering the final received amounts to the bank approved for the fund account.
  • Keeping the payment record in which the exchange document is recorded according to its date.
  • Keeping the uses register in which the registration document is fixed according to the type of exchange.
  • Keeping the bank statement matching / matching the current account with the bank statement and preparing the summary according to the unified accounting system.
  • Keeping the general daily record to which the closing register, restriction settlements and advances settlements are transferred.
  • Keep a record of evening study accounts.
  • Keep a record of the accounts of the cooperation mechanism.

Store Unit

It is an administratively subordinate unit to the Finance Division, where the storekeeper receives the materials and enters them in storage in a duly manner after completing the official approvals for the entry process, and the same is the case when the output process is by organizing the exit and storage documents. Also, the store keeper posts the materials received according to the above documents and according to their accounting arrangement.
